Brussels, 12 June 2025 — In a significant step forward for bilateral relations, the European Union and Colombia have officially launched negotiations on a new Partnership and Cooperation Agreement (PCA) . The announcement was made today in Brussels by Kaja Kallas , EU High Representative for Foreign Affairs and Security Policy and Vice-President of the European Commission, and Laura Sarabia , Minister of Foreign Affairs of Colombia.
The agreement aims to deepen political dialogue and cooperation between the EU and Colombia across a wide range of shared priorities, reflecting the growing strategic importance of their relationship in an increasingly complex global landscape.
A Strategic Renewal
The proposed PCA will replace the existing framework that has governed EU-Colombia relations since 2013, updating it to reflect contemporary challenges and opportunities. The new accord is expected to enhance collaboration in key areas such as:
- Climate action and environmental protection
- Green energy transition
- Security and defense
- Combating drug trafficking and organized crime
Both sides emphasized the importance of aligning their efforts with international frameworks and multilateral goals, particularly in light of increasing geopolitical instability and climate-related pressures.
“This marks a new chapter in our relations,” said High Representative Kallas. “Colombia is a key partner in Latin America and we are committed to working together to address global challenges, from climate change to security, while reinforcing democratic institutions and the rule of law.”
Minister Sarabia echoed this sentiment:
“Colombia values its long-standing partnership with the European Union. This agreement will allow us to strengthen our joint efforts in promoting peace, sustainable development, and regional stability.”
Looking Ahead: The EU–CELAC Summit
During the talks, both leaders also discussed broader bi-regional cooperation, particularly in preparation for the upcoming EU–CELAC Summit , set to take place in Colombia on 9–10 November 2025 . The summit will bring together leaders from Europe and Latin America and the Caribbean to reinforce the strategic partnership between the two regions.
The summit’s agenda will focus on pressing global issues, including:
- Strengthening multilateralism
- Climate action and biodiversity
- Trade and sustainable investment
- Digital transformation
- Security cooperation, especially in tackling transnational organized crime
In advance of the summit, EU and CELAC Foreign Ministers will hold preparatory discussions during the United Nations General Assembly in New York later this year.
Shared Commitment to Multilateralism
At a time when global tensions are rising and international norms are under pressure, the EU and Colombia reaffirmed their commitment to the UN Charter and the rules-based multilateral order . The EU reiterated its strong support for Colombia’s democratic institutions and its ongoing efforts to promote peace, reconciliation, and human rights.
The launch of the PCA negotiations underscores the EU’s deepening engagement with Latin America and signals a renewed emphasis on forging resilient, value-driven partnerships based on mutual respect and common objectives.
