President Spoljaric underscored the scale of destruction and hardship facing the population, where more than 90% of housing has been damaged or destroyed and access to food, water, and essential services is critically limited. She warned of the increasing risk of famine and the collapse of civilian infrastructure, including health care and sanitation systems.
Reiterating the importance of upholding international humanitarian law and ensuring the protection of civilians in conflict, President Spoljaric emphasized the need for all parties to respect the rules of war, and for safe and sustained humanitarian access to reach people in need.

The ICRC continues to call for steps to reduce civilian harm, facilitate the delivery of aid, and support basic services.
