The 2024 budget of the city of Geneva reached almost 1.4 billion francs and provided for a deficit of 15.8 million. The 2024 accounts finally display A positive result of 9.8 million francsmainly due to accounting revaluations.
There particularly complicated situation encourages great vigilance. The reduction of support for International Geneva, uncertainty about customs taxes imposed by the United States or the modification of the taxation scale of natural persons, approved in votes on November 24, will weigh on municipal finances in the next few years.
For Alfonso Gomez, administrative advisor in charge of finance, “economic withdrawal policies and tax cuts create a risky environment that could compromise the maintenance and efficiency of public benefits in the future”.
Decrease tax revenues in 2024
The details of the figures presented invites caution since tax income is lower than the figures in the budget (-21.8 million). This decrease could be compensated by arrears of the municipal professional tax (TPC) and by additional additional cents on the tax on the benefit of legal persons, which replace TPC and which are greater than the planned budget. In total, net income amounts to 1,397.6 million for net charges at 1,387.8 million.
Substantial investments
Net investments for 2024 rise to 180.6 million, including 166.2 million for administrative assets, against 14.4 million for financial assets. For the first time in the legislature, this amount reaches the planned envelope. These investments concern in particular the pursuit of constructions around the Eaux-Vives station (30 million), the extension and renovation of the Museum of Natural History (13.5 million), the renovation of the sanitation network (12 million) or the compliance of the Vernets skating rink (11.8 million).
A debt that tends to go up
The high level of investments associated with an increase in the tax balance, namely the amount of tax claims not collected, brings an increase in debt noted at the end of March 2025. At that date, the debt was rose to 1,728 million against 1,680 million at the end of 2023.
